Indagare is correct, Javier had been the current secretary when Kevin came to call. It's slightly funny that you didn't remember him, because he's the 'wolf who returned the quickest in the comic after a debut - a mere 6 pages ago. Every other character's time for coming back has been at least 20, as I recall. Even Talbot dropped out for 34 pages (not counting a small background cameo).

Talbot would be able to sign Mabel's petition, yes. But it would be questionable as to whether he should/could. The wording for the petition [which can be seen by zooming in (at least on my screen)]: 'I whole-heartedly endorse this werewolf owning a shop based on first paw experience or reliable reports & knowledge.' Given that Talbot has no experience, and he'd not have reports, he could also assume that Lynda could understandably be biased (as far as he knows, at least. She does in fact know from experience).

Unfortunately zooming in on mine just makes it look like lorem ipsum text. Given that, he probably should not sign it--though lovelorn folks have been known to do worse things than sign a petition. On the otherpaw, if him signing it invalidates it, there could be even more trouble between them.

Sorry if this spoils it for you, but you needn't fear. Something else happens before Talbot even sees the petition. Besides, it's Mabel's not Lynda's (unless you just meant Lynda being influenced as/by how things go for her best friend, which is probably what you did mean.)
