It's an expression used on CB Radio (Citizens Band). It means "Affirmative/Message Received" and it was OFTEN said/heard as "10-4 good buddy" or "That's a big 10-4". CB Radio isn't as popular nowadays or used as much in movies and TV, but it showed up a lot before. The Dukes of Hazzard TV series has to be one of the largest contributing factors bringing it to public consciousness.

*I've just been informed that it's not just CB. It's a standard used by the police, military and anyone with a radio/walkie-talkie. "Over" and "Over and out" are also standard jargon, meaning "I'm finished talking, you can switch to talking mode now" (as two cannot talk at same time on such devices).

I guess those bikes don't have GPS - then again, you wouldn't want to encourage over-reliance on it anyway.

Nope. They're just simple vehicles. If they did need GPS they could use the PAW Bite app. But then, the WolfyBike doesn't go out of their 'little' town, either.
