In real life, the Magic 8 Ball shouldn't be treated as anything more than Talbot's comment (as I quoted above). Within the comic, I'll just say that Talbot's come to trust it not to lie.
Unless I misunderstood again, it's actually sort of a "yes" for whether or not Talbot's 8 Ball 'works': he's never known it not to. And if by "Floybot" you were combining their names in the "couple names" sense, that's a NO. Talbot has already said he is not gay, and Floyd therefore won't be anything but his friend. Floyd had been asking the 8 Ball about if he needed to be doing something else, nothing to do with Talbot.
I think I finally figured out what you were asking. You want to know whether or not you can put predictions for upcoming events/storyline in WOLVERTON. And whether or not I'd delete the comment, or either deny/confirm them. Is that it?

For example, using the prediction inquired about AS an example, I did tell you that Floyd and Talbot being a couple is an absolute no. What's going to happen with Floyd & a boyfriend, then? That, specifically, I won't say ;) - other than Talbot's 8 Ball didn't lie to Floyd either.
Yes, Magic 8 Balls are definitely a "thing". Talbot says on page 8 'POEM': "Well, even if it IS just a 1950s NOVELTY TOY..."
